Losing control of it is far more disruptive than losing a single ad account, and most losses start with something mundane: one admin, one phone, an unfamiliar sign-in, a lapsed verification. Begin with structure, not the network

A healthy portfolio has at least two full-control admins who are real employees, each with two-factor authentication, and ideally a third from leadership who rarely signs in but can recover access. Everyone else has partial access to only the assets they work on. Agencies are added as partners, which lets them assign their own staff to your assets without ever joining your portfolio as people. Business verification is completed with genuine company documents. None of this involves a proxy, and all of it matters more than one.

Meta's Security Center shows who holds admin rights and whether two-factor is on. Review it monthly and remove anyone who has left. Check the partner list at the same time: agencies from past projects often keep access to pixels and catalogs long after the work ended, and a forgotten partner is a door nobody is watching. Record in a simple register which person holds which role on which asset, with the date it was granted.

Where a steady address helps

Meta weighs sign-in context heavily. An admin who opens the portfolio from a home connection, a hotel, an airport and a client office in the same week generates the kind of pattern that leads to checkpoints and, occasionally, temporary restrictions while identity is confirmed. When that admin is the one person who can approve a new ad account, the whole business waits.

A dedicated line gives each admin one consistent US mobile connection in their home metro, wherever they happen to be working. The line is a real AT&T, T-Mobile or Verizon SIM, sharing its address with ordinary phones behind carrier-grade NAT, so Meta sees a normal subscriber and judges the account by its behavior and history. One admin, one line, one profile

We recommend a line per admin rather than a line per portfolio. Admins sometimes hold roles in several portfolios, for example a parent brand and a regional subsidiary, and the account Meta is evaluating is the person's own profile. Tie that profile to its own line and its own browser profile or phone, and never let two people's profiles share one line at the same time, since that looks like one device handing sessions between identities.

Agency staff reaching your assets as partners should use their own agency lines and profiles. That keeps the security history of your portfolio independent of anything that happens in the agency's other client work.

When access goes wrong

If an admin hits a checkpoint, confirm first that the line has not rotated and that the browser profile still holds its cookies, then complete Meta's verification honestly. If an admin is locked out entirely, a second admin can keep the business running, which is the reason for having one. If the portfolio or an ad account is restricted, the path is Meta's review and appeal process in Account Quality. A proxy does not bypass any of it, and we do not assist with restrictions, disabled accounts or policy enforcement.
